The Kingsguard seems to have a completely wild first-among-equals/"I do what I want" vibe and the closest analogue I can think of is actually Spectres from Mass Effect, who are basically special forces cops unconstrained by procedure or chain of command (other than like, the Council that "rules" the galaxy for some definitions of those terms); the whole idea if that they pick people who are very very competent and turn them loose without bureaucracy to get in their way. Which obviously is problematic as FUCK and leads to bad actors, but also makes some degree of sense when you need people to operate independently in emergency situations, but also, PROBLEMATIC AS FUCK, and anyway the Kingsguard sure does seem to run around doing whatever they want as long as they're defending Lucis or the King??
