Anyone have suggestions for a decent, free/cheap, art software? with layers? that I can use with a laptop touchscreen or a tablet?

My brother and I have had an awfulmazing idea.

How cheap is cheap?

Artrage tablet: $4.99
Artrage iphone: $1.99
Artrage Lite (access to Mac or Windows and option to upgrade to full later): $29.99

They all have layers. The mobile versions are missing stencils, rulers, and some fancy options, but the tablet version's nice. I often hash something out on my iPad and then toss it from there into Dropbox and load it into full ArtRage when I get home.

It's got its own layers-and-natural media file format, can export PNG, JPG, GIF, or .PSD if you have Photoshop and wanna do extra stuff to the layers like emboss, dropshadow and such.

ETA: Free Artrage Demo download. The demo only lets you save Artrage files (including layers) up to 1280 x 1024 pixels, and the demo only lets you export JPGs with a watermark, but you can always screencap if you're just doing a few things and don't need to buy a whole program.

Curse me for not having a pirated copy of Photoshop hanging around for you. =/

I liked Pixlr: https://pixlr.com/editor/

Honorable mention. The learning curve is steep (ESPECIALLY if you're used to Photoshop) but GIMP works in a pinch. But other than GIMP I can't think of offline programs off the top of my head.

albijuli: It's a Blank GIF. Nothing is there but empty space. (BLANK)

I use ProCreate on iOS and it has layers.
